About Anne Madrid
Anne Madrid is a 24-year veteran of the Hayward Police Department in California. She began her career as a reserve police officer while completing her BS degree in Criminal Justice Administration from California State University Hayward. She went on to serve the Hayward Police Department in numerous capacities including patrol officer, narcotics/ asset forfeiture detective, expert witness in the possession and sale of illegal narcotics, defensive tactics/impact weapons instructor and field training officer for reserve police officers until her promotion to the rank of Inspector.
As an Inspector, a supervisory investigator, Anne investigated fraud to homicide but chose to remain a fraud investigator (something most investigators can’t wait to get away from), even as she gained seniority, because she enjoyed the challenging investigations and wanted to help this underserved class of victims.
As an Inspector Anne was assigned to the FBI’s Rapid Enforcement Allied Computer Team (REACT), a multijurisdictional task force specializing in the investigation of high tech and identity theft related crimes. She was trained in computer and cell phone forensic investigations and later recognized with the FBI Director’s Award for her work done while assigned to REACT.
In 2010 Anne partnered with cyber security expert Neal O’Farrell to create the Identity Theft Council (ITC), a grassroots nonprofit organization, which partnered with law enforcement, the financial industry, and volunteers in local communities to provide hands-on support to victims of identity theft free of charge. Some of the original partners and supporters included Credit Union National Association, the Identity Theft Assistance Center, the Better Business Bureau, the Elder Protection Network, and the Independent Community Bankers of America. In 2011 the Identity Theft Council received the highly acclaimed Editor’s Choice Award from SC Magazine at the RSA Conference in San Francisco.
Anne has done over 100 presentations to the public, businesses, law enforcement, and professional associations on identity theft and fraud prevention and investigation. Since her retirement in 2014 Anne has continued to council victims for the (ITC) and volunteers for the Danville Police Department as a victim advocate. Anne personally contacts every victim of identity theft and fraud and walks them through how to recover from the effects of the crime and prevent it from happening again.
Anne was also a peer support team member and the Hayward Police Department’s Holiday Toy Drive Coordinator, serving over 300 under privileged children a year, for a decade.
About Bill Larson
I was born and raised in Palo Alto and attended Palo Alto schools. I graduated from UC Santa Barbara in 1980. After college, I began my law enforcement career in 1981 as a Police Officer with the City of Los Altos. I joined the Stanford Department of Public Safety in December 2001. My position and responsibilities are crime prevention, community safety, community outreach, Public Information Officer, and Terrorism Liaison Officer.
